JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 AM on February 7, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Carroll moved that the minutes of February 2, 2023, be adopted. THE MOTION PREVAILED.

HF 286 (Becker-Finn) Civil legal service funding provided, and money appropriated.

Vice Chair Frazier moved that HF 286 be recommended to be re-referred to the Committee on Ways and Means.

Chair Becker-Finn moved the H0286DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn presented HF 286 as amended.

HF 366 (Agbaje) Reproductive health care; health records release limited, certain acts by health-related licensing boards prohibited, background study disqualification prohibited, certain judgement enforcement prevented, subpoena enforcement restricted, lawsuit cause of action created for penalties and court costs, and extradition of persons charged in another state prohibited for acts committed or services received in Minnesota.

Chair Becker-Finn moved that HF 366 be recommended to be re-referred to the State and Local Government Finance and Policy Committee.

Chair Becker-Finn moved the H0366A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Agbaje presented HF 366 as amended.
