JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 AM on February 21, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Johnson moved that the minutes of February 16, 2023, be adopted. THE MOTION PREVAILED.

HF 146 (Finke) Gender-affirming health care and out-of-state law interferences prevented; use of subpoenas to gather information prevented; child custody and child welfare provisions modified; and warrant, arrest, and extradition provisions amended.

Representative Finke moved that HF 146, as amended and presented on January 31, 2023, be before the Judiciary Finance and Civil Law Committee.

Representative Finke moved that HF 146 as amended be placed on the General Register.

Representative Finke presented HF 146 as amended.

Testifying on HF 146 as amended:
• Dr. Angela Kade Goepferd, Chief Education Officer and Medical Director of the Gender Health Program, Children's Minnesota

Representative Scott moved that HF 146 be recommended to re-referred to the Health Finance and Policy Committee.
