JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 AM on March 14, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Finke moved that the minutes of March 9, 2023, be adopted. THE MOTION PREVAILED.

HF 922 (Becker-Finn) Statewide Office of Appellate Counsel and Training established, State Board of Appellate counsel and Training established, head appellate counsel and program administrator established, attorneys provided to serve as counsel, counties required to utilize services of the office to provide appellate counsel for parents of juveniles, and Department of Administration directed to support the establishment of the office.

Chair Becker-Finn moved that HF 922 be recommended to be re-referred to the State and Local Government Finance and Policy Committee.

Chair Becker-Finn moved the H0922A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Becker-Finn presented HF 922 as amended.

HF 855 (Frazier) Public safety innovation board established, community safety grants provided, law enforcement grants and policy provided, reports required, rulemaking provided, and money appropriated.

Vice Chair Frazier moved that HF 855 be recommended to be re-referred to the State and Local Government Finance and Policy Committee.

Chair Becker-Finn moved that HF 1234 be recommended to be re-referred to the State and Local Government Finance and Policy Committee.

HF 1262 (Hemmingsen-Jaeger) Utility requirements modified, and restrictions on use of residential solar energy systems prohibited.

Chair Becker-Finn moved that HF 1262 be recommended to be re-referred to the Commerce Finance and Policy Committee.

Chair Becker-Finn moved the H1262A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hemmingsen-Jaeger presented HF 1262 as amended.

HF 1181 (Norris) Open discussion process created by which parties of a health care adverse incident may discuss potential outcomes.

Chair Becker-Finn moved that HF 1181 be recommended to be placed on the General Register.

Chair Becker-Finn moved the H1181A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norris presented HF 1181 as amended.
