MINUTES

Representative Michael Nelson, Chair of the Labor and Industry Finance and Policy Committee, called the meeting to order at 1:00 PM on February 28, 2023 in Room 10 of the State Office Building. It was broadcast via House Public Information Services.

A quorum was present.

Representative Mekeland moved to approve the minutes from February 21, 2023. THE MOTION PREVAILED.

HF 1551 (Newton); State Building Code; inspection exemptions for load control allowed for electrical utilities clarified.

Chair Nelson moved that HF 1551 be re-referred to the General Register.

Chair Nelson moved to adopt the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Newton presented HF 1551, as amended.

The following testified on HF 1551, as amended:
• Ron Meier, CEO, McLeod Cooperative Power Association

Chair Nelson renewed the motion that HF 1551, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF 826 (Newton); Prevailing wage agreements required for projects funded in whole or in part with renewable development account funds.

Chair Nelson moved that HF 826 be re-referred to the Ways and Means Committee.

Chair Nelson moved to adopt the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Newton presented HF 826, as amended.

The following testified on HF 826, as amended:

• Kevin Pranis, Marketing Manager, Laborers’ International Union of North America Minnesota & North Dakota

Chair Nelson renewed the motion that HF 826, as amended, be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF 1690 (Jordan); Prevailing wage agreements required for projects funded in whole or in part with renewable development account funds.

Representative Jordan moved that HF 1690 be re-referred to the State and Local Government Finance and Policy Committee.

Representative Jordan moved to adopt the DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
