PUBLIC SAFETY FINANCE AND POLICY MINUTES

Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:36 AM on February 21, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Frazier moved that the minutes from February 16, 2023, be approved. THE MOTION PREVAILED.

HF 1523 (Curran) Department of Corrections Fugitive Apprehension Unit authority expanded.

Rep. Curran moved that HF 1523 be placed on the General Register.

Rep. Curran presented HF 1523.

Rep. Curran renewed the motion that HF 1523 be placed on the General Register. THE MOTION PREVAILED.

HF 1321 (Tabke) Indeterminate Sentence Release Board established, and report required.

Chair Moller moved to lay over HF 1321.

Rep. Tabke moved the H1321DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Tabke presented HF 1321, as amended.

Chair Moller moved to reconsider the H1321DE1 amendment. THE MOTION PREVAILED. The H1321DE1 amendment was before the committee.

Rep. Witte moved the H1321A4 amendment. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Engen moved the H1321A5 amendment. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Chair Moller moved that the H1321DE1 amendment be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Moller renewed the motion to lay over HF 1321, as amended. The bill was laid over.

HF 1462 (Tabke) Mental health unit pilot program for individuals with mental illness and incarcerated in jails established, and report required.

Rep. Tabke moved that HF 1462 be placed on the General Register.

Rep. Tabke presented HF 1462.

HF 3 (Greenman) Voter registration provisions modified; absentee voting provisions modified; voting instructions and sample ballot required to be multilingual and interpreters required to be provided; intimidation, deceptive practices, and interference with registration and voting regulated; campaign finance provisions modified; express advocacy definition expanded; penalties provided; reports required; and money appropriated. **

Chair Moller moved that HF 3 be re-referred to the Committee on Human Services Finance.

Rep. Greenman presented HF 3.

Testifiers on HF 3: NONE

Chair Moller renewed the motion that HF 3 be re-referred to the Committee on Human Services Finance. THE MOTION PREVAILED.
