FINANCE AND POLICY COMMITTEE MINUTES

Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:31 A.M. on Thursday, March 21, 2024, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Huot moved to approve the minutes from March 19, 2024. THE MOTION PREVAILED.

HF2000 (Stephenson); Sports betting authorized and provided, licenses established,
local restrictions prohibited, sports betting taxation provided, civil and criminal penalties
provided, amateur sports grants provided, reports required, and money appropriated.

Chair Klevorn moved that HF2000 be re-referred to the Taxes Committee.

Chair Klevorn moved the H2000A21 amendment.

Representative Nash requested a roll call on the H2000A21 amendment.

Representative Nash moved to amend the motion to refer HF2000 to the Taxes Committee and, instead refer HF2000 to the Commerce Finance and Policy Committee.

Emergency Medical Services Regulatory Board, duties specified and transferred,
advisory council established, alternative EMS response model pilot program established,
and conforming changes made.

Representative Huot moved HF4738 be re-referred to the Health Finance and Policy Committee.

Representative Huot moved the H4738A4-1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Huot presented HF4738 as amended.

HF4904 (Greenman); Statutory cities authorized to create wards for election of city
council members.

Chair Klevorn moved HF4904 be laid over for possible inclusion in the State and Local Government omnibus bill.

Chair Klevorn moved the H4904A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greenman presented HF4904 as amended.

Testifying on the bill as amended:
- Alex Hassel, Lobbyist, League of Minnesota Cities

Chair Klevorn renewed the motion that HF4904 as amended be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus. The bill was laid over.
