Representative Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:32 A.M. on Tuesday, February 28, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Newton moved to approve the minutes from February 21, 2023. THE MOTION PREVAILED.

HF1695 (Nelson, M.); Service Employees International Union (SEIU) healthcare agreement ratified.

Chair Klevorn moved that HF1695 be re-referred to the Human Services Policy Committee.

Chair Klevorn moved an oral amendment to HF1695, as below:
• Page 1, line 7, delete “…….” and insert “February 27, 2023”
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Nelson presented HF1695 as amended.

HF413 (Stephenson); Electric vehicles purchase preference for state fleet established, certification of training of motor vehicle dealer employees required, rebates for electric vehicle purchases provided, utilities required to file plans to promote electric vehicles, grants awarded to automobile dealers to defray cost of manufacturer certification, and money appropriated.

Chair Klevorn moved that HF413 be re-referred to the Climate and Energy Finance and Policy Committee.

Representative Stephenson presented HF413.

Chair Klevorn renewed the motion that HF413 be re-referred to the Climate and Energy Finance and Policy Committee. THE MOTION PREVAILED.

HF390 (Acomb); No-cost diagnostic services and testing required following mammogram.

Chair Klevorn moved that HF390 be re-referred to the Health Finance and Policy Committee.

Representative Acomb presented HF390.

Chair Klevorn renewed the motion that HF390 be re-referred to the Health Finance and Policy Committee. THE MOTION PREVAILED.

HF2033 (Klevorn); Office of Administrative Hearings deficiency funding provided, and money appropriated.

Chair Klevorn moved that HF2033 be re-referred to the Ways and Means Committee.

Chair Klevorn presented HF2033.
