FINANCE AND POLICY COMMITTEE MINUTES

Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:30 A.M. on Tuesday, March 7, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Nash moved to approve the minutes from March 3, 2023. THE MOTION PREVAILED.

HF3 (Greenman); Voter registration provisions modified; absentee voting provisions modified; voting instructions and sample ballot required to be multilingual and interpreters required to be provided; intimidation, deceptive practices, and interference with registration and voting regulated; campaign finance provisions modified; express advocacy definition expanded; penalties provided; reports required; and money appropriated.
Chair Klevorn moved that HF3 be re-referred to the Ways and Means Committee.

Chair Klevorn moved the H0003A17 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Greenman presented HF3 as amended.

Chair Klevorn renewed the motion that HF3 as amended be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF1690 (Jordan); Public labor relations modified, and teacher probationary period requirements modified.
Chair Klevorn moved that HF1690 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Jordan presented HF1690.

Chair Klevorn renewed the motion that HF1690 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill. The bill was laid over.

HF1600 (Tabke); Pattern bargaining precluded for law enforcement officers.
Chair Klevorn moved that HF1600 be re-referred to the Transportation Finance and Policy Committee.

Representative Tabke presented HF1600.

Chair Klevorn renewed the motion that HF1600 be re-referred to the Transportation Finance and Policy Committee.
