Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 10:30 A.M. on Friday, March 24, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF2677 (Kraft); Metropolitan Council; greenhouse gas emissions benchmarks required,
capacity expansion impact assessment required for projects, climate action plan required
as a part of comprehensive plan content, land use study and report to legislature required
by the council, and money appropriated.

Chair Klevorn moved that HF2677 be re-referred to the Transportation Finance and Policy Committee.

Chair Klevorn moved the H2677A7 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kraft presented HF2677 as amended.

Chair Klevorn renewed the motion that HF2677 as amended be re-referred to the Transportation Finance and Policy Committee. THE MOTION PREVAILED.

HF2950 (Her); Eligible employees of Minnesota State Colleges and Universities who are
members of higher education individual retirement account plan authorized to elect
coverage by Teachers Retirement Association and receive retroactive service credit.

Representative Her moved that HF2950 be re-referred to the General Register.

Representative Her moved the A23-0097 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Her presented HF2950 as amended.

HF2204 (Freiberg); Metropolitan Council districts redistricting provided.

Representative Freiberg moved that HF2204 be re-referred to the General Register.

Representative Freiberg moved the H2204A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Freiberg presented HF2204 as amended.

Chair Klevorn moved that HF2092 be re-referred to the Transportation Finance and Policy Committee.

Chair Klevorn moved the H2092A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hornstein presented HF2092 as amended.
