Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 8:30 A.M. on Tuesday, March 28, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Huot moved to approve the minutes from March 23, 2023. THE MOTION PREVAILED.

HF1830 (Klevorn); Types of collateral the Executive Council may approve for deposit with commissioner of management and budget specified. Delete everything amendment – walk through and public testimony.

Chair Klevorn moved that HF1830 be re-referred to the Ways and Means Committee.

Chair Klevorn moved the H1830DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Klevorn presented HF1830 as amended.

Chair Klevorn moved that HF1830 as amended be laid over for possible inclusion in the State and Local Government Finance and Policy Omnibus bill. The bill was laid over.

HF402 (Bierman); Health care entity transaction requirements established, expiration date changed on moratorium conversion transactions, health system required to return charitable assets received from the state to the general fund, study required on regulation of transactions, report required, and money appropriated.
Chair Klevorn moved that HF402 be re-referred to the Health Finance and Policy Committee.

Representative Bierman presented HF402.
