TRANSPORTATION FINANCE AND POLICY MINUTES

Representative Frank Hornstein, Chair of the Committee on Transportation Finance and Policy, called the meeting to order at 8:32 A.M. on February 15, 2024, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Petersburg moved that the minutes of March 31, 2023, be adopted. THE MOTION PREVAILED.

Representative Petersburg moved that the minutes of December 12, 2023, be adopted. THE MOTION PREVAILED.

HF 3436 (Tabke) Various policies modified, including but not limited to legislative routes, driving rules, small business contract preferences, nondivisible loads, and greater Minnesota transit programs; technical corrections made; and money appropriated.

Vice Chair Tabke moved that HF 3436 be re-referred to the Committee on Ways and Means.

Vice Chair Tabke moved to adopt the H3436A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Tabke presented HF 3436 as amended.

Testifying on the HF 3436 as amended:

• John Dukich, Legislative Affairs Manager, Minnesota Department of Transportation

Vice Chair Tabke renewed the motion that HF 3436 as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF 2364 (Tabke) Petroleum products transporting requirements amended.

Vice Chair Tabke moved that HF 2364 be re-referred to the Committee on Labor and Industry Finance and Policy.

Vice Chair Tabke moved to adopt the H2364A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Vice Chair Tabke presented HF 2364 as amended.

Testifying on the bill:
• Dave Wager, Executive Director, Minnesota Propane Association

Vice Chair Tabke renewed the motion that HF 2364 as amended, be re-referred to the Committee on Labor and Industry Finance and Policy. THE MOTION PREVAILED.
