WAYS AND MEANS COMMITTEE MEETING MINUTES

Representative Liz Olson, Chair of the Committee on Ways and Means, called the meeting to order at 3:01 P.M. on Tuesday, April 11, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Nash moved that the minutes of April 3, 2023, be approved. THE MOTION PREVAILED.

HF3100 (Her) Teachers Retirement Association; unreduced retirement at age 60 or older with at least 30 years of service provided, onetime 2.5 percent post-retirement adjustment provided, employee and employer contributions increased, amortization date extended, assumption for investment rate of return reduced, pension adjustment revenue increased for school districts, and money appropriated.

Chair Olson moved that HF 3100 be re-referred to the General Register.

Chair Olson moved the H1300.S3162-DE2 amendment to HF 1300.

Chair Olson moved the A2 amendment to the H1300.S3162-DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Her presented the H1300.S3162-DE2 amendment as amended.

Chair Olson renewed the motion to adopt the H1300.S3162-DE2 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Her presented HF 3100 as amended.

Chair Olson renewed the motion that HF 3100 as amended be re-referred to the General Register. THE MOTION PREVAILED.

HF2754 (Acomb) Energy; biennial budget established for Department of Commerce, Public Utilities Commission, and energy, climate, and clean energy activities; energy, clean and renewable energy, energy storage, energy use and conservation, and utility regulation provisions established and modified; enhanced transportation electrification provided; Public Utilities Commission proceeding provisions added and modified; various clean and renewable energy grant programs established; technical changes made; reports required; and money appropriated.

Representative Acomb moved HF 2754 before the committee.

Representative Acomb moved the A16 amendment to HF 2754.

Representative Acomb moved the A17 amendment to the A16 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Acomb presented HF 2754 as amended.

Following discussion, Chair Olson temporarily laid over HF 2754 as amended.

HF2310 (Hansen) Omnibus environment and natural resources finance and policy bill.

Chair Olson moved that HF 2310 be re-referred to the General Register.

Chair Olson moved the A18 amendment to HF 2310. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Olson moved the A17 amendment to HF 2310. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hansen presented HF 2310 as amended.

Representative Acomb moved that the language of HF 2754 as amended, be incorporated into HF 2310, the Environment, Natural Resources, Climate and Energy Omnibus bill, as separate articles. THE MOTION PREVAILED.

Chair Olson moved that the language contained in HF 2310 as amended, be incorporated into HF 2310, the Environment, Natural Resources, Climate and Energy Omnibus bill,as separate articles. THE MOTION PREVAILED.

Chair Olson renewed the motion that HF 2310, as amended, be re-referred to the General Register, and that nonpartisan staff be directed to make any technical corrections and amend the title. THE MOTION PREVAILED.

HF2105 (Hansen) Easement conveying requirements modified, state parks and forests added, and state land sales authorized.

Chair Olson moved that HF 2105 be re-referred to the General Register.

Chair Olson moved the A3 amendment to HF 2105. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Olson moved the A4 amendment to HF 2105.

Representative Hansen presented the A4 amendment to HF 2105.

After discussion, Chair Olson withdrew the A4 amendment to HF 2105.

HF2324 (Hansen) Drill core library funding provided, and money appropriated.

Chair Olson moved that HF 2324 be re-referred to the General Register.
