MINUTES

Representative Anderson, Chair of the Agriculture Finance and Policy Committee, called the meeting to order at 1:00 PM, on March 17, 2025, in Room G3 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Harder moved the minutes of March 12, 2025 be approved. THE MOTION PREVAILED.

Representative Gander joined the committee remotely.

Representative Hansen introduced Member-Elect, David Gottfried, to the committee.

Representative Harder assumed the gavel at 1:02 PM.

HF 2155 (Anderson) Rabies and livestock sales provisions repealed.

Chair Anderson moved HF 2155.

Michelle Medina, Minnesota Department of Agriculture, testified on the bill.

Chair Anderson renewed his motion that HF 2155 be re-referred to the General Register.

THE MOTION PREVAILED.

Chair Anderson assumed the gavel at 1:04 PM.

HF 1524 (Harder) Agriculture grant program established to promote certain nutrient management practices.

Representative Harder moved HF 1524 be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Harder renewed her motion that HF 1524 be re-referred to the Committee on Judiciary Finance and Civil Law. THE MOTION PREVAILED.

HF 821 (Jacob) Nitrate private well mitigation funding provided.

Representative Jacob moved HF 821.

The following individuals testified on the bill:

Chair Anderson laid over HF 821.

HF363 (Jacob) Property tax credit established for certain acres certified under the Minnesota agricultural water quality certification program.

Representative Jacob gave an informational presentation on the bill, currently in the Committee on Taxes.

HF 1677 (Nelson) Funding provided for the developing markets of continuous living cover crops program; reports required.

Representative Nelson moved HF 1677 to be laid over.
