MINUTES

Representative Kresha, Chair of the Education Finance Committee, began the meeting at 1:00PM, on February 25, 2025, in Room 120 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Greene moved the minutes of February 20, 2025, be approved. THE MOTION PREVAILED.

HF 1034 (Kresha) - Aeronautics and commercial over-the-road technical
program eligible grant expenditures clarified.

Chair Kresha moved that HF1034 be re-referred to the General Register.

Chair Kresha presented on HF1034.

Representative Kresha renewed the motion that HF1034 be re-referred to the General Register. THE MOTION PREVAILED.

HF 1 (Anderson, P.E.) - Office of the Inspector General established

Chair Kresha moved that HF1 be re-referred to the Judiciary Finance and Civil Law Committee.

Representative Anderson, P.E. presented on HF1.

Colbey Sullivan, Research Analyst, House Research Department presented an overview of HF1.

Testifiers:
Devin Bruce, Minnesota Association of Professional Employees.

Representative Bahner moved the following oral amendment to HF1: On Page 3, after line 32, insert:
“Subd. 5. Conflicts of interest; code of ethics. The inspector general, deputy inspector general, assistant inspectors general, and all other employees of the office are public officials for purposes of the conflict of interest and statement of economic disclosure requirements in chapter 10A and are subject to the code of ethics in section 43A.38 where applicable.”

THE ORAL AMENDMENT WAS ADOPTED,

Chair Kresha renewed the motion that HF1, as amended be re-referred to the Judiciary Finance and Civil Law Committee. THE MOTION PREVAILED.

Representative Bakeberg assumed the gavel at 2:04PM.

HF 779 (Kresha) - Advance payment of the education credit established
Representative Kresha moved HF779 before the committee.

Chair Bakeberg laid over HF779 for possible inclusion in an omnibus bill or further consideration at a later date.
