House Education Policy Committee

MINUTES

Representative Bennett, Chair of the Education Policy Committee, called the meeting to order at 3:00 PM, on March 25, 2025, in Room G23 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Chair Jordan moved the minutes of March 19, 2025, be approved. THE MOTION PREVAILED.

HF69 (Quam) - City, town, and school district general elections required to be conducted on the first Tuesday after the first Monday in November of an even-numbered year; cities of the first class permitted to choose between even-numbered or odd-numbered year; and orderly transition plans required.

Chair Bennett moved HF69 before the committee.

Representative Quam presented on HF69.

Testifiers:

Greg Abbott, Director of Communications and Marketing, Minnesota School Board Association.

Chair Bennett laid over HF69 for possible inclusion in an omnibus bill or further consideration at a later date.

HF2372 (Mueller) - Civic seal designation for high school students provided.

Representative Mueller moved HF2372 before the committee.

Representative Mueller presented on HF2372.

HF62 was previously amended with the H0062A1 amendment on February 25, 2025.

Representative Keeler moved that HF62, as amended, be placed on the General Register.

Representative Keeler presented on HF62, as amended.

Representative Keeler renewed the motion that HF62, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF2067 (Keeler) - Education; attendance defined.

Representative Keeler moved that HF2067 be placed on the General Register.

Representative Keeler moved to adopt the H2067DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Keeler moved to adopt the H2067A1 amendment. THE AMENDMENT WAS ADOPTED.

Representatives Keeler and Bakeberg presented on HF2067, as amended.

HF1053 (Bakeberg) - Reenrollment after student withdrawal from school encouraged, and notification and resources required for the family of an unenrolled child.

Chair Bennett moved HF1053 be re-referred to the Education Finance Committee. THE MOTION PREVAILED.
