MINUTES

Representative Quam, Chair of the Elections Finance and Government Operations Committee, called the meeting to order at 1:04 PM, on ¬¬¬¬¬February 17, 2025, in Room G23 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Lee moved the minutes of February 12, 2025, be laid on the table for further edits. THE MOTION PREVAILED.

HF72 (Engen) Entities or organizations that receive state funding prohibited from making campaign expenditures or otherwise expending money for any political purpose.

Representative Altendorf moved HF72 be referred to the General Register.

Representative Greenman moved to adopt the A1 amendment. A roll call vote was requested. The result is as follows:

Chair Quam moved HF66 be referred to the General Register.

Representative Lee moved the A2 amendment to HF66. THE AMENDMENT WAS NOT ADOPTED.

Chair Quam moved HF66 to the General Register. THE MOTION PREVAILED.

HF69 (Quam) City, town, and school district general elections required to be conducted on the first Tuesday after the first Monday in November of an even-numbered year; cities of the first class permitted to choose between even-numbered or odd-numbered year; and orderly transition plans required.

Chair Quam moved that HF69 be referred to Education Policy. THE MOTION PREVAILED.

Chair Quam assumed the gavel at 2:26 PM.

Representative Lee moved that HF73 be considered for possible inclusion in the Elections Finance and Government Operations Omnibus Bill.

Representative Lee moved the A1 amendment to HF73. THE AMENDMENT WAS ADOPTED.

The following individual testified on HF73:

Elillii Ebisso, Clean Election Minnesota.

Chair Quam laid HF73 over for possible inclusion in the Omnibus bill.
