ELECTIONS FINANCE AND GOVERNMENT OPERATIONS COMMITTEE MINUTES

Representative Mike Freiberg, Co-Chair of the Elections Finance and Government Operations Committee, called the meeting to order at 1:00 PM on March 26th, 2025, in Room G23 of the Capitol Building.

The clerk noted the roll.

A quorum was present.

Representative Lee moved that the minutes from March 24th, 2025, be adopted. THE MOTION PREVAILED.

HF 2418 (Tabke) Local governments required to establish replacement accounts to maintain and replace capital projects that receive state funding.

Representative Freiberg brought HF 2418 before the committee.

Representative Freiberg moved that HF 2418 be re-referred to the Capital Investment committee.

Representative Tabke presented HF 2418.

Representative Freiberg moved the H2418DE3 amendment to HF 2418. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Freiberg renewed the motion that HF 2418, as amended, be re-referred to the Capital Investment committee. THE MOTION PREVAILED.

HF 1299 (Rehrauer) Emergency shelter facilities authorized in certain zoning districts.

Representative Freiberg brought HF 1299 before the committee.

Representative Rehrauer presented HF 1299 on an informational basis.

Representative Davis moved the H1299A1 amendment to HF 1299. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

The committee concluded discussion on HF 1299 and the bill was kept in possession of the committee.

HF 1596 (Acomb) Government data classification of investigative information pertaining to certain Metropolitan Council personnel modified.

Representative Freiberg brought HF 1596 before the committee.

Representative Acomb moved that HF 1596 be placed on the General Register.

Representative Acomb presented HF 1596.

Representative Lee, K, moved the H2361A1 amendment to HF 2361. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lee, K. renewed the motion that HF 2361, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 2284 (Coulter) Definitions of lobbyist and metropolitan governmental unit modified, expert witness lobbying reporting requirements modified, and additional individuals required to file statements of economic interest.

Representative Freiberg brought HF 2284 before the committee.

Representative Freiberg moved that HF 2284 be placed on the General Register.

Representative Coulter moved the H2284A4 amendment to HF 2284. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Coulter presented HF 2284, as amended.

Representative Greenman moved an oral amendment to HF 2284, as amended, as follows:
On Line 3.3 after “public” insert “at a public meeting” THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative McDonald moved that HF 2284, as amended, be re-referred to the State Government Finance committee, and requested a roll call vote.

Representative Freiberg recessed the meeting at 2:21 PM.

Representative Freiberg reconvened the meeting at 2:23 PM.

Representative Freiberg withdrew the motion to place HF 2284, as amended, on the General Register.

The committee concluded discussion on HF 2284 and the bill was kept in possession of the committee.

HF 2595 (Freiberg) Election judge provisions modified.

Representative Freiberg brought HF 2595 before the committee.

Representative Freiberg moved that HF 2595 be placed on the General Register. THE MOTION PREVAILED.

HF 2596 (Freiberg) Special election timing modified.

Representative Freiberg brought HF 2596 before the committee.

Representative Freiberg moved that HF 2596 be re-referred to the Ways and Means committee. THE MOTION PREVAILED.

The meeting was adjourned at 2:27 PM.
