MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:00 PM, on March 4, 2025, in Room G3 of the Capitol Building.

Representative Hansen moved the minutes of February 27, 2025 be approved. THE MOTION PREVAILED.

Vice Chair Burkle assumed the gavel at 1:03 PM.

HF 1382 (Heintzeman) Obsolete provisions related to Environmental Quality Board removed.

Chair Heintzeman moved that HF 1382 be placed on the General Register.

The Minnesota Environment Quality Board provided a presentation of HF 1382. The presenter was:

Catherine Neuschler, Executive Director, Minnesota Environment Quality Board.

Chair Heintzeman renewed the motion that HF 1382 be placed on the General Register. THE MOTION PREVAILED.

HF 1362 (Heintzeman) Reporting requirements for certain environmental reviews modified.

Chair Heintzeman moved that HF 1362 be placed on the General Register.

The Minnesota Environment Quality Board provided a presentation of HF 1362. The presenter was:

Catherine Neuschler, Executive Director, Minnesota Environment Quality Board.

Chair Heintzeman renewed the motion that HF 1362 be placed on the General Register. THE MOTION PREVAILED.

HF 81 (Heintzeman) Off-highway vehicles, snowmobiles, and electric-assisted bicycles exempted from prohibitions on PFAS in certain juvenile products.

Chair Heintzeman moved that HF 81 be placed on the General Register.

Representative Fischer moved to lay HF 81 on the table and requested a roll call vote. The results were as follows:

Chair Heintzeman moved that HF 1627 be re-referred to the Commerce Finance and Policy Committee.

Chair Heintzeman moved adoption of the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
