MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:02 PM, on March 6, 2025, in Room G3 of the Capitol Building.

A quorum was present.

Representative Fischer moved the minutes of March 4, 2025, be approved. THE MOTION PREVAILED.

HF 566 (Skraba) Provisions for operating all-terrain vehicles on public roads modified.

Chair Heintzeman moved that HF 566 be re-referred to the Transportation Finance and Policy Committee.

The following individuals testified on HF 566:

Nick Wognum, Prospector Club.
Ken Johnson, Minnesota Department of Transportation.

Chair Heintzeman renewed the motion that HF 566 be re-referred to the Transportation Finance and Policy Committee.

HF 274 (Skraba) C.J. Ramstad/North Shore State Trail Master Plan update to allow for all-terrain vehicle use on a portion of the trail funding provided, and money appropriated.

Chair Heintzeman moved that HF 274 be re-referred to the Ways and Means Committee.

HF 279 (Warwas) All-terrain vehicle trails and studies funding provided, and money appropriated.

Representative Warwas moved that HF 279 be re-referred to the Ways and Means Committee.

HF 281 (Heintzeman) All-terrain vehicle trails funding provided, and money appropriated.

Chair Heintzeman moved that HF 281 be re-referred to the Ways and Means Committee.
