MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:01 PM, on March 13, 2025, in Room G3 of the Capitol Building.

A quorum was present.

HF 1040 (Scott) Wind and solar infrastructure product stewardship program required, retail sales fee provided for wind and solar infrastructure, wind and solar energy infrastructure moratorium established in landfills, report required, and money appropriated.

Chair Heintzeman moved that HF 1040 be placed on the General Register.

Chair Heintzeman moved the H1040DE2 amendment.

Chair Heintzeman moved to incorporate the oral amendment to the H1040DE2 amendment: Page 1, line 8, after “modules” insert “or system installation components”.

Chair Heintzeman renewed the motion to adopt the H1040DE2 amendment, with the oral amendment incorporated. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individuals testified on HF 1040 as amended:

Kirk Koudelka, Assistant Commissioner, Minnesota Pollution Control Agency.
James Lehner, Conservation Minnesota.
David Moberg, Minnesota Solar Energy Industries Association.
Madelyn Smerillo, American Clean Power Association.

Chair Heintzeman renewed the motion that HF 1040, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 253 (Schultz) Public water inventory temporary modifications prohibited, and report required.

Representative Schultz moved HF 253 before the committee.

Representative Schultz moved the H0253A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

John Lenczewski, Minnesota Trout Unlimited.
Randall Doneen, Conservation Assistance and Regulations Section Manager, Department of Natural Resources.

Britta Torkelson, Minnesota Rural Counties.

Chair Heintzeman laid over HF 253, as amended, for possible inclusion in a future bill.
