MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:01 PM, on March 18, 2025, in Room G3 of the Capitol Building.

A quorum was present.

Vice Chair Burkel moved the minutes of March 11, 2025, be approved. THE MOTION PREVAILED.

Vice Chair Burkel moved the minutes of March 13, 2025, be approved. THE MOTION PREVAILED.

HF 1355 (Baker) Holders of permits to harvest or destroy aquatic plants required to safely use scuba diving equipment, and commercial diving operations requirements established.

Chair Heintzeman moved that HF 1355 be placed on the General Register.

Chair Heintzeman moved the H1355DE3 amendment.

Chair Heintzeman moved to incorporate the oral amendment to the H1355DE3 amendment: Page 2, line 2, delete “subdivision 5” and insert “subdivision 7”.

Chair Heintzeman renewed the motion to adopt the H1355DE3 amendment, with the oral amendment incorporated. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individuals testified on HF 1355 as amended:

John Waters, Supervisor, Department of Natural Resources Government Relations Unit.
Josiah Moore, Legislative Director, Department of Labor and Industry.
William Aune.

Laurie Anderson.
David Anderson.

Chair Heintzeman renewed the motion that HF 1355, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 78 (Davis) Cuyuna Country State Recreation Area Citizens Advisory Council membership modified.

Chair Heintzeman moved that HF 78 be placed on the General Register.

Chair Heintzeman laid over HF 78 for possible inclusion in a future bill.

HF 1225 (Skraba) All-terrain vehicle registration fee eliminated for veterans with a total service-connected disability.

Chair Heintzeman moved HF 1225 before the committee.

The following individual testified on HF 1225:

Michael Lindvall, ATV Minnesota, Veterans of Foreign War.

Chair Heintzeman laid over HF 1225 for possible inclusion in a future bill.

HF 1846 (Burkel) Feedlots; county feedlot program funding provided, and money appropriated.

Vice Chair Burkel moved HF 1846 before the committee.

Vice Chair Burkel moved the H1846A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individuals testified on HF 1846 as amended:

Mark Koep, President, Minnesota Association of County Feedlot officers, Douglas County Feedlot Officer.
Tom Johnson, Director, Minnesota Pollution Control Agency Government Relations.

Chair Heintzeman laid over HF 1846, as amended, for possible inclusion in a future bill.
