MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:01 PM, on April 1, 2025, in Room G3 of the Capitol Building.

A quorum was present.

Representative Gillman moved the minutes of March 27, 2025, be approved. THE MOTION PREVAILED.

HF 2824 (Nash) Continuous open season for taking largemouth and smallmouth bass provided.

Chair Heintzeman moved HF 2824 before the committee.

The following individuals testified on HF 2824:

Mark Holsten, Executive Director, MN-FISH Coalition.
Jimmy Bell, President, Student Angler Organization.
Brad Parsons, Department of Natural Resources.

Chair Heintzeman laid over HF 2824 for possible inclusion in a future bill.

HF 623 (Swedzinski) Shotgun zone for taking deer eliminated.

Chair Heintzeman moved HF 623 before the committee.

Chair Heintzeman moved the H0623DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individuals testified on HF 623 as amended:

Erik Simonson, Minnesota Deer Hunters Association.
Bob Meier, Assistant Commissioner, Department of Natural Resources.

Chair Heintzeman laid over HF 623, as amended, for possible inclusion in a future bill.

HF 647 (Schultz) Mt. Simon-Hinckley aquifer water appropriations authorized.

Representative Schultz moved HF 647 before the committee.

Representative Schultz moved the H0647DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individuals testified on HF 647 as amended:

Ben Wolcyn, President, Minnesota Christmas Tree Association.
Stu Lourey, Minnesota Farmers Union.
Randall Doneen, Department of Natural Resources.

Chair Heintzeman laid over HF 647, as amended, for possible inclusion in a future bill.

HF 1249 (Jacob) State land added to Carley State Park.

Representative Jacob moved that HF 1249 be re-referred to the Ways and Means Committee.

Representative Jacob moved the H1249DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individuals testified on HF 1249 as amended:

Lorie Klein, Department of Natural Resources.
Mike Morath.
Jeannette Morath.

Representative Jacob renewed the motion that HF 1249, as amended, be re-referred to the Ways and Means Committee.
