House Higher Education Finance and Policy Committee

MINUTES

Representative Rarick, Chair of the Higher Education Finance and Policy Committee, began the meeting at 1:00 PM, on ¬¬¬¬¬March 4, 2025, in Room G23 of the Minnesota Capitol Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

John Poe, Chief Education Administrator, Mayo Clinic, presented the Mayo Clinic Education Appropriations Overview.

David Dahlen, Education Compliance Officer, Mayo Clinic, presented the Mayo Clinic Education Appropriations Overview.

Chair Rarick officially called the meeting to order at 1:32 PM. A quorum was present.

Representative Scott moved the minutes of February 27, 2025, be approved. THE MOTION PREVAILED.

HF541 (Stier) In-service Use of Force Training Reimbursement.

Chair Rarick moved HF541 be re-referred to the Committee on Public Safety Finance and Policy.

Representative Stier testified on HF541.

Chair Rarick moved the A2 Amendment. THE AMENDMENT WAS ADOPTED.

Megan FitzGibbon, Manager of Grants and Workforce Initiatives, Office of Higher Education, testified on Administrative Cost Projections.

Representative Klevorn moved the following oral amendment: On P.1, L.10, delete everything after the period, and on P.1, delete L.11.

Representative Klevorn withdrew the oral amendment.

Chair Rarick renewed the motion that HF541, as amended, be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED.

Representative Skraba provided opening remarks to the Cook County Higher Education Presentation.

Karen Blackburn, Executive Director, Cook County Higher Education, presented on Cook County Higher Education.

Rob Wells, Student Representative, Cook County Higher Education, presented on Cook County Higher Education.

Dr. Badrinath Konety, President, Allina Health Cancer Institute, Chief Academic Officer, Allina Health, presented on the United Family Medicine Residency Program.

Dr. Ravi Balasubrahmanyan, Interim Program Director, United Family Medicine Residency Program, presented on the United Family Medicine Residency Program.

Dr. Robert Miner, Director of Medical Education, Designated Institutional Official for GME Programs, Allina Health, presented on the United Family Medicine Residency Program.


The meeting was adjourned at 2:44 PM.
