House Higher Education Finance and Policy Committee

MINUTES

Representative Rarick, Chair of the Higher Education Finance and Policy Committee, called the meeting to order at 1:00 P.M., on March 11, 2025, in Room G23 of the Minnesota Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Noor moved the minutes of March 6, 2025, be approved. THE MOTION PREVAILED.

HF862 (Schomaker) Public postsecondary institutions required to maintain a supply of opiate antagonists on system campuses.

Chair Rarick moved HF862 be re-referred to the Committee on Health Finance and Policy.

Chair Rarick moved the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Schomaker testified on HF862.

Adam Thompson, Advocacy Coordinator, Students United, testified in favor of HF862.

Chair Rarick renewed the motion that HF862, as amended, be re-referred to the Committee on Health Finance and Policy. THE MOTION PREVAILED.

HF2131 (Rarick) Workforce development scholarships program eligibility expanded.

Chair Rarick moved HF2131 be re-referred to the General Register.

Chair Rarick renewed the motion that HF2131 be re-referred to the General Register. THE MOTION PREVAILED.

Trustee George Soule, Chair, Board of Trustees, presented the Overview Portion of the Minnesota State presentation.

Kim Lynch, Associate Vice Chancellor for Educational Development and Technologies, presented the Student Support portion of the Minnesota State Presentation.

Paul Shepherd, Associate Vice Chancellor of Student Affairs and Enrollment Management, presented the Student Support portion of the Minnesota State Presentation.

Jesse Mason, Associate Vice Chancellor of Academic Affairs, presented the Workforce Development portion of the Minnesota State Presentation.

Phil Arellano, Associate Director for Workforce & Economic Development, presented the Workforce Development portion of the Minnesota State Presentation.

Bill Maki, Vice Chancellor of Finance and Facilities, presented the Budget and Remaining Riders portion of the Minnesota State Presentation.

Steve Ernest, System Director for Financial Planning and Analysis, presented the Budget and Remaining Riders portion of the Minnesota State Presentation.

The meeting was adjourned at 2:46 PM.
