House Higher Education Finance and Policy Committee

MINUTES

Representative Rarick, Chair of the Higher Education Finance and Policy Committee, called the meeting to order at 1:00 PM, on March 20, 2025, in Room G23 of the Minnesota Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Paul Cerkvenik, President, Minnesota Private College Council, presented the Minnesota Private College Council Consortium Overview.

Barbara McDonald, President, The College of St. Scholastica, presented The College of St. Scholastica portion of the Minnesota Private College Council Consortium Overview.

Rob Vischer, President, University of St. Thomas, presented the University of St. Thomas portion of the Minnesota Private College Council Consortium Overview.

Maddy Ploof, Student, The College of St. Scholastica, testified on the Minnesota State Grant Program

HF2312 (Rarick) Policy and technical changes made to higher education provisions including sexual misconduct grievance procedures, student aid, and institutional grants; and reports required.

Chair Rarick moved that HF2312 be laid over.

Commissioner Dennis Olson, Office of Higher Education, testified on HF2312.

Nekey Oliver, Director of Government Relations, Office of Higher Education, testified on HF 2312.

Melissa Watschke, Title IX Training Administrator, The College of St. Scholastica, provided information on Title IX.

Megan FitzGibbon, Manager of Grants and Workforce Initiatives, Minnesota Office of Higher Education, testified on HF2312.

Chair Rarick renewed the motion that HF2312 be laid over. THE MOTION PREVAILED.

HF2431 (Wolgamott) Office of Higher Education, Minnesota State Colleges and Universities, University of Minnesota, and Mayo Clinic funding and policy-related changes provided; scholarship and student aid programs modified; student financial aid, institution eligibility, institutional licensure provisions, student loan programs, and institutional grant programs provided; and money appropriated.

Chair Rarick moved that HF2431 be laid over.

Commissioner Dennis Olson, Office of Higher Education, testified on HF2431.

Andrew Wold, General Counsel, Office of Higher Education, testified on HF2431.

Chair Rarick renewed the motion that HF2431 be laid over. THE MOTION PREVAILED.

The meeting was adjourned at 2:46 PM.
