MINUTES

Representative Knudsen assumed the gavel and called the meeting to order at 8:18AM on March 25, 2025, in Room 123 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Chair Schomacker moved the minutes of March 20, 2025, be approved. THE MOTION PREVAILED.

HF 2196 (Fischer) – Mental health terminology updated.

Representative Fischer moved HF 2196 before the committee.

Representative Fischer moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Dr. KyleeAnn Stevens, Executive Medical Director of Direct Care and Treatment presented “Priority Admissions to State-Operated Treatment Programs.”

HF 2586 (Frederick) – Cost of care exemption for committed persons and 48-hour rule for admissions extended, Priority Admission Review Panel established, creation of Direct Care and Treatment admissions dashboard and a limited exemption for admissions from hospital settings required, and report required.

Representative Frederick moved HF 2586 before the committee.

HF 2187 (Frederick) – Crisis services criteria availability modified for community-based program locations, 48-hour admission requirement removed, and conforming and technical changes made to effectuate creation of Direct Care and Treatment agency.

Representative Frederick moved HF 2187 before the committee.

Representative Frederick moved to adopt the A2 amendment.

Representative Frederick moved to adopt the A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Frederick moved the following oral amendment to the A2 amendment: on P. 13 L. 34 delete “2026” and insert “2027”. THE ORAL AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Knudsen laid over HF 2187 as amended.

HF 2037 (Frederick) – Department of Direct Care and Treatment established, commissioner established to oversee department, and direct care and treatment executive board repealed.

Representative Frederick moved HF 2037 before the committee.

Representative Frederick moved the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Knudsen laid over HF 2037 as amended.
