HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Mohamud Noor, Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:16 AM on Thursday, March 20, 2025, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Murphy moved the minutes of March 19, 2025, be approved. THE MOTION PREVAILED.

HF 2216 (Moller) Conditions for admission to or continued residence in certain facilities prohibited, review and approval of increases in amounts charged by assisted living facilities required, termination or nonrenewal of assisted living contracts on certain grounds prohibited, and arbitration in assisted living contracts governing provisions modified.

Chair Noor moved HF 2216 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Chair Noor moved the HF2216A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norris moved that HF 1978 to be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

HF 2354 (Norris) Medicaid fraud provisions expanded and modified, subpoena and enforcement authority specified, penalties imposed, and money appropriated. Bill will be heard pending re-referral.

Representative Norris moved that HF 2354 be re-referred to the Committee of Public Safety Finance and Policy.

HF 1963 (Frederick) Medical claims filing timelines, withdrawal management services, and mental health diagnostic services assessments provisions modified; and closure planning requirements imposed on peer recovery supports providers.

Chair Noor moved that HF 1963 be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.
