MINUTES

Representative Hudson, Vice Chair of the Judiciary Finance and Civil Law Committee, called the meeting to order at 10:16 AM, on¬¬¬ March 13th, 2025, in Room G3 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Engen moved the minutes of March 11th, 2025, be approved. THE MOTION PREVAILED.


HF 1027 (West): Mortgage foreclosure redemption and surpluses provided.

Vice Chair Hudson moved HF 1027 before the committee.

Vice Chair Hudson moved that HF 1027 be laid over for consideration at a later date.

Vice Chair Hudson moved the A1 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Testifiers:

Ron Elword, Legal aid Supervising Attorney, testified in favor of HF 1027, as amended.

Colleen Daly, Staff Attorney, Mid-Minnesota Legal Aid, testified in favor of HF 1027, as amended.

Eric Cook, Foreclosure Attorney, Willford Geske & Cook, testified in favor of HF 1027, as amended.

Chair Scott re-assumed the gavel at 10:22 AM.

Chair Scott laid over HF 1027, as amended, to be considered at a later date.


HF 101 (Feist): Parent contact information prohibited from being designated as publicly available directory information.

Representative Feist moved HF 101 before the committee.

Representative Feist moved the DE 1 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Representative Feist moved that HF 101, as amended, be recommended to be re-referred to the committee on Education Policy.

Testifiers:

Valerie Dosland, Minnesota Association of School Administrators, testified in favor of HF 101, as amended.

Representative Feist renewed the motion that HF 101, as amended, be re-referred to the committee on Education Policy. THE MOTION PREVAILED.


HF 1021 (Scott): Minnesota Family Resiliency Partnership fee revenue reallocated, and funding increased.

Vice Chair Hudson assumed the gavel at 10:54 AM.

Chair Scott moved HF 1021 before the committee.

Chair Scott moved that HF 1021 be laid over for consideration at a later date.


Testifiers:

Jean Keenan, Executive Director, Lifeworks Planning Center testified in favor of HF 1021.

Kimberly Pilgram, Director, Meta 5 Family Resiliency Program in favor of HF 1021.

Chair Scott re-assumed the gavel at 11:08 AM.

Chair Scott laid over HF 1021 to be considered at a later date.

The meeting was adjourned at 11:08 AM.
