MINUTES

Representative Scott, Chair of the Judiciary Finance and Civil Law Committee, called the meeting to order at 10:16 AM, on ¬¬¬¬¬March 27th, 2025, in Room G3 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Mahamoud moved the minutes of March 25th, 2025, to be approved. THE MOTION PREVAILED.

HF 1027 (West): Mortgage foreclosure redemption and surpluses provided.

Chair Scott moved HF 1027 before the committee.

Chair Scott moved that HF 1027 be recommended to pass and be placed on the General Register.

Chair Scott renewed the motion that HF 1027 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.


HF 1915 (West): Childcare centers required to use video security cameras to monitor infants and toddlers, and money appropriated.

Chair Scott moved HF 1915 before the committee.

Chair Scott moved that HF 1915 be re-referred to the Committee on Children and Families Finance and Policy.

Chair Scott moved the A2 amendment before the committee. THE AMENDMENT WAS ADOPTED.

HF 1916 (West): Childcare assistance program integrity requirements established; commissioner of children, youth, and families directed to establish an electronic record-keeping system for childcare enrollment; reports required; and money appropriated.

Chair Scott moved HF 1916 before the committee.

Chair Scott moved that HF 1916 be re-referred to the Committee on Children and Families Finance and Policy.

Chair Scott moved the A11 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Chair Scott renewed the motion that HF 1916, as amended, be re-referred to the Committee on Children and Families Finance and Policy. THE MOTION PREVAILED.


HF 2226 (West): Background study requirements for childcare providers modified (Informational Hearing only).

Testifiers:

Caitlin Simons, Impacted Parent, testified in favor of HF 2226.

Hoang Murphy, CEO, People Serving People, testified in favor of HF 2226.

Drew Evans, Superintendent, Minnesota Bureau of Criminal Apprehension, testified in favor of HF 2226.


HF 1567 (Duran): Personal information protections currently available for judicial officials extended to peace officers.

Chair Scott moved HF 1567 before the committee.

Representative Duran moved that HF 1567 be recommended to be re-referred to the Committee on Public Safety Policy and Finance.

Chair Scott moved the A2 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Representative Duran moved that HF 1567, as amended, be recommended to be re-referred to the Committee on Public Safety Policy and Finance. THE MOTION PREVAILED.


HF 1986 (Scott): Seat belt use gag rule repealed.

Vice Chair Hudson assumed the gavel at 11:44 AM.

Vice Chair Hudson moved HF 1986 before the committee.

Vice Chair Hudson moved that HF 1986 be laid over for consideration at a later date.
