MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:16 A.M. on April 1, 2025 in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Scott moved that the minutes of March 27, 2025 be approved. THE MOTION PREVAILED.

HF2233 (Niska) INFORMATIONAL ONLY Uniform Special Deposits Act adopted.

Representative Niska presented his bill.

HF1999 (Greene) Data request clarification.

Chair Liebling moved that HF1999 be recommended to be placed on the General Register.

Chair Liebling moved the H1999DE4 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF1995 (Frederick) FIRST ENGROSSMENT Substance use disorder treatment provisions modified.

Chair Liebling moved that HF1995, First Engrossment, be recommended to be re-referred to the Committee on Human Services Finance and Policy.

Representative Frederick presented his bill.

HF1614 (Kraft) FIRST ENGROSSMENT Child in need of protection or services definition modified to clarify when a child is considered to be without the special care made necessary by a physical, mental, or emotional condition.

Chair Liebling moved that HF1614, First Engrossment, be recommended to be placed on the General Register.

Representative Kraft presented his bill.

Chair Liebling moved that HF2781 be recommended to be placed on the General Register.

Chair Liebling moved the H2781A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Pinto presented his bill as amended.

Chair Liebling moved that HF1775, First Engrossment, be recommended to be re-referred to the Committee on Public Safety Finance and Policy.

Chair Liebling moved the H1775A3 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF1316 (Curran) FIRST ENGROSSMENT Independent contractors and payors added to the centralized work reporting system, and payors required to report independent contractors to the centralized work reporting system.

Representative Curran moved that HF1316, First Engrossment, be recommended to be re-referred to the Committee on Workforce, Labor and Economic Development Finance and Policy.

HF2127 (Curran) Judicial official real property records classified as private, access limited, and criminal penalties imposed.

Representative Curran moved that HF2127 (as previously amended by the H2127A1 Amendment on March 18, 2025) be recommended to be re-referred to the Committee on Ways and Means.

Representative Curran moved the H2127A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Curran renewed their motion to re-refer HF2127, as amended, to the Committee on Ways and Means. THE MOTION PREVAILED.

HF2521 (Frazier) Petition to court for relief from stay of adjudication permitted.

Representative Frazier moved that HF2521 be recommended to be placed on the General Register.

Representative Frazier presented his bill.

Representative Frazier renewed his motion that HF2521 be recommended to be placed on the General Register.

After Committee discussion, Chair Liebling laid over HF2521.

HF689 (Frazier) County attorneys authorized to use administrative subpoenas in wage theft investigations.

Representative Frazier moved that HF689 be recommended to be re-referred to the Committee on Workforce, Labor and Economic Development Finance and Policy.
