MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:15 A.M. on April 2, 2025 in Room G23 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Feist moved that the minutes of April 1, 2025 be approved. THE MOTION PREVAILED.

HF2354 (Norris) SECOND ENGROSSMENT Medicaid fraud provisions expanded and modified, subpoena and enforcement authority specified, penalties imposed, and money appropriated.

Chair Liebling moved that HF2354 Second Engrossment be recommended to be re-referred to the Committee on Human Services Finance and Policy.

Representative Norris presented his bill.

HF1672 (Reyer) FIRST ENGROSSMENT Medical cannabis provisions modified.

Chair Liebling moved that HF1672 First Engrossment be recommended to be re-referred to the Committee on Commerce Finance and Policy.

HF2389 (Finke) FIRST ENGROSSMENT Data calls authorized, limited long-term care insurance provided and regulated, automobile insurance governing provisions modified, data classified, administrative rulemaking authorized, penalties provided, and technical changes made.

Representative Finke moved that HF2389 First Engrossment be recommended to be re-referred to the Committee on Commerce Finance and Policy

Representative Finke moved the H2389A4 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF2870 (Freiberg) Various changes related to election administration made, absentee voting provisions modified, and terminology clarified.

Chair Liebling moved that HF2870 be recommended to be re-referred to the Committee on Elections Finance and Government Operations.

Representative Liebling moved the H2870A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF2743 (Jordan) Office of the Inspector General provisions modified; access to records provided; data classified; immunity and confidentiality in reporting or participating in an investigation provided; process for notice, appeal, and withholding of payments established; and fraud, theft, waste, and abuse definitions modified.

Chair Liebling moved that HF2743 be recommended to be re-referred to the Committee on Education Policy.

HF1918 (Hanson, J.) Department of Children, Youth, and Families policy language; TEACH early childhood program, great start compensation support payment program, child welfare policies, and out-of-home placement plans updated; and provisions to prevent foster care placements modified.

Chair Liebling moved that HF1918 be recommended to be re-referred to the Committee on Children and Families Finance and Policy.

Representative Hanson presented her bill.

HF2551 (Kotyza-Witthuhn) Follow-up to 2024 children, youth, and families recodification; technical changes made.

Chair Liebling moved that HF2551 be recommended to be placed on the General Register.

Chair Liebling moved the A25-0043 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Represntative Kotyza-Witthuhn presented her bill as amended.

Chair Liebling renewed her motion that HF2551, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF1671 (Pinto) FIRST ENGROSSMENT Labor and industry; policy and technical changes made.

Chair Liebling moved that HF1671, First Engrossment, be recommended to be re-referred to the Committee on Workforce, Labor, and Economic Development Finance and Policy.

Representative Pinto presented his bill.
