MINUTES

Representative Paul Novotny, Chair of the Public Safety Finance & Policy Committee, called the meeting to order at 3:06 PM. on February 18, 2025, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Moller moved the minutes of February 12, 2025, be approved. THE MOTION PREVAILED.

HF 341 (Heintzeman) Penalties enhanced and minimum fines established for repeat violations of driving without a valid license.

Chair Novotny moved HF 341 before the committee with a recommendation that it is re-referred to the Committee on Transportation Finance and Policy.

Representative Heintzeman presented HF 341.

Testifiers:
Sue Vanek testified in support of HF 341.

Chair Novotny renewed his motion to re-refer HF 341 to the Committee on Transportation Finance and Policy. THE MOTION PREVAILED.

HF 750 (Robbins) Driver’s license suspensions expanded to include all cases where a person is believed to have committed criminal vehicular homicide or criminal vehicular operation, and peace officers required to report all cases where a person is believed to have committed vehicular homicide or criminal vehicular operation.


Chair Novotny moved HF 750 before the committee with a recommendation that it is re-referred to the Committee on Transportation Finance and Policy.

Representative Robbins presented HF 750.

HF 491 (Hill) Law enforcement officers, firefighters, and emergency medical services personnel provided funding for mental health services and outdoor activities, and money appropriated.

Chair Novotny moved HF 491 before the committee.

Representative Hill presented HF 491.

Testifiers:
Christopher Tetrault, President of Hometown Hero Outdoors, testified in support of HF 491.
Brian Peters, Executive Director of Minnesota Police and Peace Officers Association, testified in support of HF 491.

Chair Novotny laid over HF 491 for possible inclusion in an omnibus.

The meeting was adjourned at 4:07 PM.
