MINUTES

Representative Paul Novotny, Chair of the Public Safety Finance & Policy Committee, called the meeting to order at 3:17 PM on February 19, 2025, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Moller moved the minutes of February 18, 2025, be approved. THE MOTION PREVAILED.

HF 124 (Berg) Acceptance of certain gifts related to a line of duty death of a public safety officer allowed.

Representative Berg moved HF 124 before the committee with the recommendation it is re-referred to the Committee on Elections Finance and Government Operations.

Representative Berg moved the DE2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Berg presented HF 124 as amended.

Testifiers:
BJ Jungmann, City of Burnsville Fire Chief, testified in favor of HF 124.

Representative Berg renewed her motion to re-refer HF 124, as amended, to the Committee on Elections Finance and Government Operations. THE MOTION PREVAILED.

HF 541 (Stier) Crime of fleeing peace officer in motor vehicle modified to add heightened penalty for fleeing in culpably negligent manner, crime of fleeing in motor vehicle and failing to obey certain traffic laws established, and expanded use of tracking devices authorized.





Representative Stier moved HF 541 before the committee with the recommendation it is re-referred to the Committee on Higher Education Finance and Policy.

Representative Stier presented HF 541.

Representative Moller moved to orally amend HF 541 as follows: Page 1, line 6, delete “2025” and insert “2026.” THE ORAL AMENDMENT WAS ADOPTED.

Representative Stier renewed his motion to re-refer HF 541, as amended, to the Committee on Higher Education. THE MOTION PREVAILED.

HF 340 (Stier) Crime of fleeing peace officer in motor vehicle modified to add heightened penalty for fleeing in culpably negligent manner, crime of fleeing in motor vehicle and failing to obey certain traffic laws established, and expanded use of tracking devices authorized.

Representative Stier moved to re-refer HF 340 to the Committee on Transportation Finance and Policy.

Representative Stier moved the A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Stier presented HF340, as amended.

HF 962 (Novotny) Brady-Giglio Task Force.

Chair Novotny moved HF 962 before the committee.

Chair Novotny moved the DE1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Moller moved to amend HF 962 DE1 with the A2 amendment and requested a roll call vote. The result is as follows:
