MINUTES

Representative Paul Novotny, Chair of the Public Safety Finance & Policy Committee, called the meeting to order at 3:01 PM on March 19, 2025, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Bliss moved to approve the minutes of March 18, 2025.

Chair Novotny moved to amend the minutes to include Representative Tabke as being present for the March 18, 2025, Committee. THE MOTION PREVAILED.

HF 1800 (Quam) Voting administration provisions modified, including candidate filing, registration, vouching, election judges, polling places, ballots, and postelection review; reports required; criminal penalties provided; money appropriated.

Chair Novotny moved HF 1800 before the committee.

Chair Novotny moved the A3 amendment to HF 1800 before the committee. THE AMENDMENT WAS ADOPTED.

Chair Quam presented HF 1800.

Chair Novotny laid over HF 1800, as amended.

HF 2259 (Johnson, W.) Violent crime enforcement teams funding provided, and money appropriated.

Chair Novotny moved HF 2259 before the committee.

Representative W. Johnson presented HF 2259.

Testifiers:
Major Rick Palaia, Hennepin County Sheriff’s office testified in support of HF 2259.
Commander Richard Clark, Ramsey County Sheriff's office testified in support of HF 2259.

Chair Novotny laid over HF 2259.

HF 2017 (Novotny) Prosecutorial and law enforcement training funding provided, and money appropriated.

Vice Chair Witte assumed the gavel at 3:31 PM.

Chair Novotny moved HF 2017 before the committee.

Chair Novotny presented HF 2017.

Kathleen Heaney, Sherburne County Attorney testified in support of HF 2017.
Robert Small, Minnesota County Attorneys Association answered questions on the prosecutorial training budgets.

Vice Chair Witte laid over HF 2017.

Chair Novotny assumed the gavel at 3:45 PM.

HF 1821 (Witte) Supplemental nonprofit security grants funding provided, and money appropriated.

Representative Witte moved HF 1821 before the committee.

Representative Witte presented HF 1821.

Pallavi Singhal, Program Manager for Risk Management, Hindu Society of Minnesota testified in support of HF 1821.
