STATE GOVERNMENT FINANCE AND POLICY COMMITTEE

MINUTES

Representative Nash, Chair of the State Government Finance and Policy Committee, called the meeting to order at 8:15 AM, on ¬¬¬¬¬February 13, 2025, in Room G23 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Davis moved the minutes of February 11, 2025 be approved. THE MOTION PREVAILED.


HF289 (Quam) Establishing the SAVI program for state agencies to encourage innovation and cost savings.

Representative Quam moved HF289 be referred to the General Register.

Representative Quam moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Quam renewed the motion that HF289 be referred to the General Register.

HF21 ( Robbins) Supermajority approval by each house of the legislature required to extend a peacetime emergency beyond 14 days.

Chair Nash moved HF21 be referred to the General Register.

HF26 (ROACH) relating to emergency management; repealing governor's power to declare emergency; establishing a legislative emergency declaration and extension process;
repealing governor's authority to adopt orders and expedited rules that have the
effect of law during an emergency; protecting citizen rights.

Chair Nash moved that HF26 be re-referred to Health Finance and Policy Committee.

Representative Bahner moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Freiberg moved to adopt the A2 amendment.

Representative Freiburg requested a roll call vote. The results were as follows:

Chair Nash withdrew the motion that HF26 be re-referred to Health Finance and Policy Committee.

Chair Nash renewed the motion that HF26 be re-referred to Veterans and Military Affairs Division. [Talk to Jacob about the specific wording for this—it is different since it’s a Division and doesn’t require a vote.]
