STATE GOVERNMENT FINANCE AND POLICY MINUTES

Representative Ginny Klevorn, Co-Chair of the State Government Finance and Policy Committee, called the meeting to order at 8:15 A.M. on April 3, 2025, in Room G23 of the Minnesota State Capitol Building.

The Committee Legislative Assistant noted the roll.

Co-Chair Nash moved to approve the minutes from April 1, 2025. THE MOTION PREVAILED.

HF2566 (Reyer); Process for removing fraudulent business filings established, rulemaking authorized, and money appropriated.

Co-Chair Klevorn moved that HF2566 be laid over for possible inclusion in the State Government Finance and Policy Committee omnibus bill.

Co-Chair Klevorn moved to adopt the A6 amendment.

Co-Chair Klevorn moved to incorporate an oral amendment to the A6 amendment, as below:
Page 1, Lines 3, 4, 8, and 9, delete “fee” and insert “penalty”
THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Co-Chari Klevorn renewed the motion to adopt the A6 amendment, as incorporated. THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Reyer presented HF2566, as amended.

Co-Chair Klevorn moved to adopt the A6 amendment to the DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Co-Chair Klevorn renewed the motion to adopt the DE2 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Co-Chair Klevorn presented HF1837, as amended.

Co-Chair Klevorn renewed the motion that HF1837, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF361 (Klevorn); Nonstate funding applied for implementation of the Capitol Mall Design Framework, funding provided to improve the livability in the Capitol Area and to support grantmaking for community vitality grants, and money appropriated.

Co-Chair Klevorn moved that HF361 be re-referred to the Committee on Ways and Means.

Co-Chair Klevorn moved to adopt the DE2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Klevorn presented HF361, as amended.

Co-Chair Klevorn renewed the motion that HF361, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF2725 (Klevorn); Healthy Aging subcabinet and citizens’ engagement council established, plan required, and money appropriated.

Co-Chair Klevorn moved that HF2725 be laid over for possible inclusion in the State Government Finance and Policy Committee omnibus bill.

Co-Chair Klevorn and Representative Zeleznikar co-presented HF2725.

Representative Kraft moved that HF1685 be laid over for possible inclusion in the State Government Finance and Policy Committee omnibus bill.

Representative Kraft moved to adopt the DE1-1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kraft presented HF1685, as amended.
