FRAUD PREVENTION AND STATE AGENCY OVERSIGHT POLICY COMMITTEE

MINUTES

Representative Robbins, Chair of the Fraud Prevention and State Agency Oversight Policy Committee, called the meeting to order at 8:31 AM on Monday, May 5, 2025, in Room G23 of the State Capitol. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Rarick moved the minutes of April 28th, 2025, to be approved. THE MOTION PREVAILED.

The committee heard a presentation on Medicaid Fraud in Minnesota.

Presenters:
Keith Ellison, Minnesota Attorney General.
Nick Wonka, Director of the Medicaid Fraud Control Unit.
John Keller, Minnesota Chief Deputy Attorney General.

Representative Anderson assumed the gavel at 10:03 AM.

The committee held informational hearings on the following bills.

HF3043 (Robbins) Crime of illegal remunerations established, and a conforming change made.

Chair Robbins presented HF3043.

HF2891 (Robbins) Certain state employees required to receive training and certification in grants management, and granting agencies required to take certain actions following failures by grantees.

Chair Robbins presented HF2891.

Testifiers:
Betsy Hayes, Assistant Commissioner, Department of Administration.
Judy Randall, Legislative Auditor.
