Four new laws: Included in the new agriculture laws passed in the 2002 session were the use of
biodiesel fuel, the use of agriculture-based de-icing solutions on state roads, more money for those
selling products at farmers' markets, and a moratorium on new, open-air swine manure basins.
Budget trimming: A number of agricultural projects were impacted by cuts in the Legislature's
first budget-balancing law.
Stories from 2002
Manure changes (May 14):
An agriculture policy bill calling for a methane digester loan program and a moratorium on new, open-air
swine manure basins, among other things, cleared the House.
Biodiesel plan passes (March 12):
The House and Senate passed a conference committee report that would require all diesel fuel sold in
the state contain at least 2 percent biodiesel by 2005.
Mandate approved (March 7):
A measure mandating that all diesel fuel sold in the state contain at least 2 percent biodiesel gained
momentum, passing a Senate-House conference committee.
Projects proposed (Feb. 25):
More than $121 million in proposed bonding projects cleared the House Agriculture and Rural Development
Finance Committee -- about $30 million more than the governor has called for in his proposal.
Earning more money (Feb. 21):
A House proposal says that Minnesota farmers who peddle jams or baked goods at local farmers' markets
or other community events could pocket more money.
Limiting lagoons (Feb. 18):
The state would continue a moratorium on open-air swine waste lagoons made of mud or clay under a bill
approved by the House Agriculture and Rural Development Policy Committee.
Ice aid (Feb. 6):
Minnesota corn farmers may benefit from a bill that encourages the Department of Transportation to use
a corn-derived de-icing solution on state highways.
