1.6For a grant to the city of St. Paul to replace
1.7the existing RiverCentre parking ramp with a
1.8new public parking facility within the
1.9RiverCentre complex. This appropriation
1.10includes money for demolition of the existing
1.11ramp and adjacent Kellogg Boulevard elevated
1.12roadway and removal of debris, design and
1.13construction of a new ramp of sufficient size
1.14to meet public requirements, and design and
1.15construction of a replacement elevated
1.16roadway, to include all associated
1.17infrastructure. For purposes of this
1.18appropriation, "RiverCentre complex" means
1.19all portions of the Saint Paul RiverCentre
1.20complex identified in Laws 2005, chapter 152,
1.21article 1, section 38, with the exception of the
1.22arena presently and commonly known as the
1.23Xcel Energy Center. This appropriation is
1.24available when the commissioner of
1.25management and budget determines that
1.26sufficient resources have been committed to
2.1complete the project, as required by Minnesota
2.2Statutes, section 16A.502.
2.3The public parking facility is to be part of a
2.4multiphase project, which may include
2.5separate and distinct additional phases for
2.6accessory economic development uses. Any
2.7such additional phases for accessory use may
2.8not be financed with proceeds of state general
2.9obligation bonds and will not be considered
2.10state bond financed property for purposes of
2.11Minnesota Statutes, section 16A.695, but such
2.12nonstate funds are to count towards the city's
2.13match requirement. The city may deliver the
2.14project and related public infrastructure
2.15through either a design-build or construction
2.16manager at-risk method.""
