[299A.91] REWARD FUND FOR INFORMATION ON MISSING AND
1.4MURDERED BLACK WOMEN AND GIRLS.
1.5 Subdivision 1. Fund created. A reward fund for information on missing and murdered
1.6Black women and girls is created as an account in the state treasury. Money appropriated
1.7or otherwise deposited into the account is available to pay rewards and for other
purposes
1.8as authorized under this section.
1.9 Subd. 2. Reward. The director of the Office for Missing and Murdered Black Women
1.10and Girls, in consultation with the reward advisory group, is authorized to pay a
reward to
1.11any person who provides relevant information relating to an investigation involving
a missing
1.12or murdered Black woman or girl.
1.13 Subd. 3. Reward advisory group. (a) The director of the Office for Missing and
1.14Murdered Black Women and Girls, in consultation with the stakeholder groups described
1.15in section 299A.90, subdivision 4, shall appoint an advisory group to make recommendations
1.16on paying rewards under this section. The advisory group shall consist of the following
1.17individuals:
1.18(1) a representative from the Office for Missing and Murdered Black Women and Girls;
1.19(2) a representative from a statewide or local organization that provides legal services
1.20to Black women and girls;
1.21(3) a representative from a statewide or local organization that provides advocacy
or
1.22counseling for Black women and girls who have been victims of violence;
2.1(4) a representative from a statewide or local organization that provides services
to Black
2.2women and girls;
2.3(5) a licensed peace officer as defines in section 626.84, subdivision 1, paragraph
(c);
2.4and
2.5(6) a representative from the Minnesota Human Trafficking Task Force.
2.6(b) The advisory group shall meet as necessary but at a minimum twice per year to
carry
2.7out its duties and shall elect a chair from among its members at its first meeting.
The director
2.8shall convene the group's first meeting. The director shall provide necessary office
space
2.9and administrative support to the group. Members of the group serve without compensation
2.10but shall receive expense reimbursement as provided in section 15.059.
2.11(c) The representative from the Office for Missing and Murdered Black Women and
2.12Girls may fully participate in the advisory group's activities but may not vote on
issues
2.13before the group.
2.14 Subd. 4. Advertising. The director of the Office for Missing and Murdered Black Women
2.15and Girls, in consultation with the reward advisory group, may spend up to four percent
of
2.16available funds on an advertising or public relations campaign to increase public
awareness
2.17on the availability of rewards under this section.
2.18 Subd. 5. Grants; donations. The director of the Office for Missing and Murdered Black
2.19Women and Girls, in consultation with the reward advisory group, may apply for and
accept
2.20grants and donations from the public and from public and private entities to implement
this
2.21section.
2.22 Subd. 6. Reward cap. A reward paid under this section may not exceed $10,000.
2.23 Subd. 7. Reward procedures and criteria. The director of the Office for Missing and
2.24Murdered Black Women and Girls, in consultation with the reward advisory group, shall
2.25determine the eligibility criteria and procedures for granting rewards under this
section."
