1.3    "Sec. .... ADVISORY REFERENDUM ON APPROVAL OF STATE FLAG AND

1.5(a) The secretary of state must place separate advisory questions on the ballot at the
1.62024 state general election related to the state flag and state seal designs approved by the
1.7State Emblems Redesign Commission. Except as provided in this section, the questions
1.8must be placed on the ballot and the results of the election canvassed in the same manner
1.9as provided by law for a proposed state constitutional amendment. The questions submitted
1.10must be:
1.11(1) "Should the state flag design approved by the State Emblems Redesign Commission
1.12be adopted as the official flag of the state of Minnesota?

1.19(b) The secretary of state must provide each county auditor or municipal clerk with
1.20sufficient copies of a reproduction of the designs for the state flag and state seal, printed in
1.21color, so that examples can be made available for public inspection in each polling place.
1.22The county auditor or municipal clerk must ensure that these reproductions are placed in a
1.23conspicuous location in the polling place so that voters may view them prior to casting a
1.24ballot.
2.1(c) No later than January 15, 2025, the secretary of state must submit a report to the
2.2legislature detailing the results of the advisory referendum.
2.3(d) The secretary of state must absorb any costs associated with administering the advisory
2.4referendum using existing appropriations provided to the secretary of state for general
2.5operations.
2.6EFFECTIVE DATE.This section is effective the day following final enactment.

2.7    Sec. .... REPEALER.
2.8Laws 2023, chapter 62, article 2, sections 1; 2; 3; 4; 5; and 133, subdivision 1, are
2.9repealed.
2.10EFFECTIVE DATE.This section is effective retroactively from January 1, 2024."
