No. 2523, A bill for an act relating to rulemaking; making rules effective only after approval by the governor; requiring constitutional officers to sign their own rules to make them take effect; removing the governor's veto authority over rules; amending Minnesota Statutes 2000, section 14.18, subdivision 1; repealing Minnesota Statutes 2000, section 14.05, subdivision 6.

H. F. No. 2524, A bill for an act relating to local government; allowing statutory cities to provide for election of council members from wards; amending Minnesota Statutes 2000, section 412.02, by adding a subdivision.
