The House of Representatives convened at 2:30 p.m. and was
called to order by Irv Anderson, Speaker of the House.
Prayer was offered by the Reverend Devin Miller, Associate
Minister, Progressive Missionary Baptist Church, St. Paul,
Minnesota.
The members of the House gave the pledge of allegiance to the
flag of the United States of America.
The Speaker called Kahn to the Chair.

"Section 1. Minnesota Statutes 1994, section 171.30, subdivision 3, is amended to read:
Subd. 3. [CONDITIONS ON ISSUANCE.] The commissioner shall issue a limited license restricted to the vehicles whose operation is permitted only under a Class A, Class B, or Class CC license whenever a Class A, Class B, or Class CC license has been suspended under section 171.18, or revoked under section 171.17, for violation of the highway traffic regulation act committed in a private passenger motor vehicle, except that a limited license issued under this subdivision does not authorize operation of a commercial motor vehicle for a period of:
(1) 15 days after the effective date of revocation or suspension, to a person whose license or privilege has been revoked or suspended for a violation of section 169.121, 169.123, or a statute or ordinance from another state in conformity with either of those sections;
(2) 60 days after the effective date of revocation or suspension, to a person whose license or privilege has been revoked or suspended for the failure to stop and provide information, render assistance, and notify law enforcement as required under section 169.09, subdivision 1, 3, or 6, for a motor vehicle accident resulting in the death or bodily injury of another;
(3) 90 days after the effective date of revocation or suspension, to a person whose license or privilege has been revoked or suspended for a second or subsequent time for a violation of section 169.121, 169.123, or a statute or ordinance from another state in conformity with either of those sections; or
(4) one year after issuance, to a person whose license or privilege has been revoked or suspended for:
(i) committing manslaughter resulting from the operation of a motor vehicle;
(ii) committing criminal vehicular homicide or injury under section 609.21;
(iii) violating a statute or ordinance from another state in conformity with any of the offenses listed in clauses (i) to (iii).
This subdivision shall not apply to any persons described in section 171.04, subdivision 1, clauses (4), (5), (6), (8), (9), and (11).
Sec. 2. [EFFECTIVE DATE.]
Section 1 is effective August 1, 1995, and applies to suspensions and revocations for violations occurring on or after that date."
