The House of Representatives convened at 9:00 a.m. and was called to order by Phil Carruthers, Speaker of the House.

Prayer was offered by the Reverend Ronald A. Smith, House Chaplain.

The roll was called and the following members were present:

A quorum was present.

Bettermann, Bishop, Luther, Ness and Pawlenty were excused.

Garcia was excused until 9:45 a.m.

The Chief Clerk proceeded to read the Journal of the preceding day. Rifenberg moved that further reading of the Journal be suspended and that the Journal be approved as corrected by the Chief Clerk. The motion prevailed.

SECOND READING OF SENATE BILLS

SUSPENSION OF RULES

Pursuant to Article IV, Section 19, of the Constitution of the state of Minnesota, Trimble moved that the rule therein be suspended and an urgency be declared so that S. F. No. 2 be given its third reading and be placed upon its final passage.

A roll call was requested and properly seconded.

The question was taken on the Trimble motion and the roll was called.

Winter moved that those not voting be excused from voting. The motion prevailed.
