Each of the regions identified in the study required by 1999 Minn. Laws, ch. 216, art. 1, sec. 7, subd. 6, may apply for one or more grants. Grant proposals must: (1) include a plan to meet the state, federal and local training requirements for agencies in or near the region, either at one new or existing facility and/or at a number of sites within the region; (2) clearly define multi-jurisdictional commitments to the proposal; (3) identify regional funding sources that will provide at least 50 percent of the construction costs and 100 percent of the operating costs; (4) identify the anticipated service area and student population; (5) include plans for mobile training as needed; and (6) identify any specialized training that will be offered exclusively in the region.
The requirement of a local match for construction costs may be satisfied by local contributions of land or existing buildings and infrastructure.
