The House of Representatives convened at 12:00 noon and was called to order by Steve Sviggum, Speaker of the House.
"The Star Spangled Banner" and "America the Beautiful" were sung by the Land of Lakes Choirboys from Elk River, Minnesota, under the direction of Francis Stockwell.
Prayer was offered by Father Eugene Stenzel, St. Casimir Church, Wells, Minnesota.
The members of the House gave the pledge of allegiance to the flag of the United States of America.
Speaker Sviggum introduced the new House member, Representative Greg Blaine, from District 12B, and announced that he had previously been administered the oath of office and that his election certificate was on file. He was elected in a special election held on Tuesday, November 6, 2001, to replace Stephen G. Wenzel whose resignation was effective on August 10, 2001.

2. Pursuant to the Minnesota Constitution, Article IV, Section 12, the House of Representatives consents to adjournment of the Senate for more than three days.

Be It Resolved by the House of Representatives of the State of Minnesota that the House may not fill vacancies in permanent and temporary House staff positions until the hiring freeze is lifted or modified by the Committee on Rules and Legislative Administration. It is the sense of the House that the Senate, the Governor, and other executive branch officials should cooperate by instituting similar hiring freezes in their respective offices.
