The House of Representatives convened at 8:00 a.m. and was called to order by Steve Sviggum, Speaker of the House.
Prayer was offered by the Reverend Lonnie E. Titus, House Chaplain.
The members of the House gave the pledge of allegiance to the flag of the United States of America.

The Chief Clerk proceeded to read the Journal of the preceding day. Osskopp moved that further reading of the Journal be suspended and that the Journal be approved as corrected by the Chief Clerk. The motion prevailed.
INTRODUCTION AND FIRST READING OF HOUSE BILLS
The following House Files were introduced:
Clark, K.; Kelliher and Dawkins introduced:
H. F. No. 3729, A resolution memorializing the Governor to convey the concerns of the people of Minnesota regarding human rights abuses committed by the government of the People's Republic of China.
The bill was read for the first time and referred to the Committee on Health and Human Services Policy.
Clark, K., and Gray introduced:
H. F. No. 3730, A bill for an act relating to financial institutions; permitting consideration of consumer lending practices in designation of depositories of public funds; amending Minnesota Statutes 2000, section 9.031, by adding a subdivision.
The bill was read for the first time and referred to the Committee on Commerce, Jobs and Economic Development.
Mullery introduced:
H. F. No. 3731, A bill for an act relating to taxation; imposing a special tax on gain on certain sales or exchanges of franchises; proposing coding for new law in Minnesota Statutes, chapter 290.
The bill was read for the first time and referred to the Committee on Taxes.
Molnau moved that the House recess subject to the call of the Chair. The motion prevailed.
RECONVENED
The House reconvened and was called to order by Speaker pro tempore Abrams.
ANNOUNCEMENT BY THE SPEAKER
The Speaker announced the following change in membership of the Conference Committee on H. F. No. 3270:
Delete the name of Cassell and add the name of Seagren.
