It is my honor to inform you that I have received, approved, signed and deposited in the Office of the Secretary of State Special Session Chapter Number 4, H. F. No. 5, a bill appropriating money for economic development, with the following exceptions:

Page 5, Article 1, Section 2, subdivision 2, lines 23 to 28.

The $500,000 appropriation for predesign of the Roy Wilkins auditorium and exhibit hall in St. Paul should be considered as part of the capital budgeting process, rather than funded separately in a biennial operating appropriations bill. Also, I am concerned about the lack of a matching requirement and I question why the state funds are the first dollars in the project.

Page 5, Article 1, Section 2, subdivision 2, lines 38 to 46.

The $100,000 appropriation to the Albert Lea Port Authority to remodel a building in an industrial park is a local project and is financed inappropriately from reductions in an important statewide program. Also, this project serves no clear statewide need.

Page 5, Article 1, Section 2, subdivision 2, lines 47 to 51.

The $300,000 appropriation to the St. Paul Port Authority is for the 38-acre Trillium site, part of the Trout Brook Greenway corridor in St. Paul. This site should enter a competitive process for funding through the Department of Trade and Economic Development and should require a local funding match.

Page 8, Article 1, Section 2, subdivision 5, lines 36 to 42.

The $50,000 appropriation for the Big Bear Education and Logging Center concept development is likely to lead to the submission of a capital bonding request.

These appropriations are capital projects that should be submitted through the current capital budget review process this summer so that they can be considered on an equal basis with other proposals of a capital nature.

Page 8, Article 1, Section 2, subdivision 5, lines 29 to 35.

The $150,000 appropriation to local governments to plan and promote the 2004 Grand Excursion will promote tourism in a particular geographic area. This project cannot demonstrate a higher value than the other tourism expenditures that it replaces.

Page 20, Article 1, Section 7, lines 29 to 36.

The $200,000 one-time appropriation to the State Board of Investment to pay staff costs related to focusing efforts on investing in Minnesota-based startup businesses. The implementing legislation was not enacted.

I believe the Legislature has done a good job in recognizing the state's priority investments and limiting the overall size of this emergency bonding bill. I have respected every effort that reflects emergency projects with statewide significance, and signed into law all but one project authorized in the bill. The item that I have vetoed is:

Page 5, section 8, subdivision 3, lines 32 to 37.

I am vetoing the $1,000,000 appropriation to the St. Paul Port Authority for acquisition of the Trillium site in the city of Saint Paul. This project was not pre-approved by all parties involved in negotiating a final agreement on the bill, and is not an emergency item.
