The House of Representatives convened at 12:00 noon and was
called to order by Steve Sviggum, Speaker of the House.
"God Bless America" and "Shenandoah" were
sung by the Land of Lakes Choirboys from Elk River, Minnesota, under the
direction of Francis Stockwell.
Prayer was offered by the Reverend Lonnie E. Titus, House
Chaplain.
The members of the House gave the pledge of allegiance to the
flag of the United States of America.
Speaker Sviggum introduced the new House member, Representative
Scott Newman, from District 18A, and announced that he had previously been
administered the oath of office and had subscribed to the oath of office and
that his election certificate was on file.
He was elected in a special election held on Tuesday, December 30, 2003,
to replace Tony Kielkucki whose resignation was effective on November 24,
2003.

February 5, 2004 at 12:00 noon for the purpose of presenting my State of the
State message.

Governor for a Joint Convention to hear the State of the State message of the
Governor at 12:00 noon, Thursday, February 5, 2004; that the Chief Clerk be
instructed to invite the Senate to meet in Joint Convention at 11:45 a.m. and
advise the Governor regarding the Joint Convention; and that the Speaker
appoint a committee of five members of the House to act with a similar
committee to be appointed by the Senate to escort the Governor to the Joint
Convention. The motion prevailed.

ANNOUNCEMENT BY THE CHIEF CLERK
House rules require that floor proceedings be recorded on
magnetic tape or a similar recording medium under direction of the Chief
Clerk. House rules also direct
committee chairs to file magnetic tape recordings of committee meetings with
the Director of the Legislative Reference Library. Effective immediately these recording systems will be converted
from analog recording to digital recording.
These changes will make our recordings more accessible for the
public and more efficient and cost effective in the future. House staff appreciates your patience and
understanding during this conversion process.
