investment; appropriating money for a personal rapid transit demonstration
project; authorizing the issuance of general obligation bonds.

"Section 1.
[PERSONAL RAPID TRANSIT DEMONSTRATION PROJECT.]
Subdivision 1.
[APPROPRIATION.] $10,000,000 is appropriated from the bond proceeds
fund to the commissioner of transportation for a grant to a local government to
design, acquire, construct, furnish, and equip a personal rapid transit safety
certification and training facility, subject to Minnesota Statutes, section
16A.695. The facility, at a minimum,
must consist of a 2,200-foot oval guideway, one off-line station, and a
maintenance and control center. The
facility must be developed in accord with plans for a future personal rapid
transit system serving the area within the jurisdiction of the local
government. The commissioner of
transportation must award the grant to a local government based on the
following criteria:
(1) the local government has committed at least $6,000,000
in nonstate funds to the project;
(2) the local government has an agreement with a postsecondary
educational institution that the educational institution will provide technical
support and training for planning, design, operation, and maintenance of
personal rapid transit systems;
(3) the local government has a commitment of at least $8,000,000
in private funding from an entity located in Minnesota with the licensing and
technological capacity to provide at least three personal rapid transit
vehicles, training services for engineers, engineering work, and six months of
operational testing to prove the technology's safety for public use; and
(4) a local public transit provider has agreed to cooperate
with the local government to plan for personal rapid transit services to be
available to the public.
Subd. 2.
[PROJECT PURPOSE, SCOPE.] This appropriation is made to certify the
safety of the patented personal rapid transit technology for sustainable public
transit service, to provide an opportunity for engineers to be trained in its
design and use, and to establish a new and economically self-sustaining, viable
technology in Minnesota so that the University of Minnesota may realize royalty
benefits from an existing agreement.
Sec. 2. [BOND SALE.]
To provide the money appropriated in section 1 from the bond
proceeds fund, the commissioner of finance shall sell and issue bonds of the
state in an amount up to $10,000,000 in the manner, on the terms, and with the
effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by
the Minnesota Constitution, article XI, sections 4 to 7.
Sec. 3. [EFFECTIVE
DATE.]
Sections 1 and 2 are effective the day following final
enactment."

re-referred to the Committee on Local Government and Metropolitan Affairs
without further recommendation.

bringing the action obtains the results of blood or genetic tests that indicate
that the presumed father is not the father of the child;
(3) for the purpose of declaring the nonexistence of the father
and child relationship presumed under section 257.55, subdivision 1,
paragraph (f) 257.62, subdivision 5, paragraph (b), only if the
action is brought within three years after the party bringing the action, or
the party's attorney of record, has been provided the blood or genetic test
results; or
(4) for the purpose of declaring the nonexistence of the father
and child relationship presumed under section 257.75, subdivision 9, only if
the action is brought by the minor signatory within six months after the minor
signatory reaches the age of 18. In the
case of a recognition of parentage executed by two minor signatories, the
action to declare the nonexistence of the father and child relationship must be
brought within six months after the youngest signatory reaches the age of
18."
